Türkiye ve ABD "Yabancı Resmî Belgelerin Onaylanmasına İlişkin 5 Ekim 1961 Tarihli Lahey Sözleşmesi"ne taraftırlar. Bu sözleşmenin 5. maddesine göre, ABD'nde "Secretary of State"ler "apostille" olarak adlandırılan onay şerhini vermek üzere yetkili kılınmışlardır.
In accordance with Article 5 of the 1961 Hague "Convention Abolishing the Requirement of Legalization for Foreign Public Documents," to which both the Turkish Republic and the United States are parties, Secretaries of State are competent to issue a certificate of legalization called an "Apostille."
